A year after Lyndon Baines Johnson succeeded to the presidency, he notified Congress of the naval engagement off the North Vietnamese coast known as the Gulf of Tonkin conflict. As a result of the request in the follwoing speech, Congress authorized a resolution allowing military force without a formal declaration of war. The resolution was used as justification for the escalation of American military involvement in Vietnam. The speech was originally given in August 5, 1964.
